THE MINISTRY OF FOREIGN AFFAIRS OF THE SAINT MARY LIBERTY ISLAND
(King of the SAINT MARY LIBERTY ISLAND of JUNE 19, 2023)

 

I. General provisions

1. The Ministry of Foreign Affairs of the SAINT MARY LIBERTY ISLAND (MFA of SMLI) is a state executive body
responsible for the development and implementation of state policy and legal regulation in the field of
international relations of the SAINT MARY LIBERTY ISLAND.

The activity of the Ministry of Foreign Affairs of SMLI is managed by the King of the SAINT MARY LIBERTY ISLAND.

2. The main tasks of the SMLIn Foreign Ministry are:

1) development of a general foreign policy strategy of the SAINT MARY LIBERTY ISLAND and submission of relevant proposals
to the King of the SAINT MARY LIBERTY ISLAND;

2) implementation of the foreign policy course of the SAINT MARY LIBERTY ISLAND in accordance with the Foreign Policy Concept
of the SAINT MARY LIBERTY ISLAND, approved by the King of the SAINT MARY LIBERTY ISLAND;

3) ensuring diplomatic and consular relations of the SAINT MARY LIBERTY ISLAND with foreign states, relations with
international organizations;

4) provision of diplomatic and international legal means to protect the sovereignty, security, territorial integrity
of the SAINT MARY LIBERTY ISLAND, its other interests in the international arena;

5) protection by diplomatic and international legal means of the rights, freedoms and interests of citizens
and legal entities of the SAINT MARY LIBERTY ISLAND abroad;

6) promoting the interaction of executive authorities with legislative and judicial authorities at the state level
and the level of constituent entities of the SAINT MARY LIBERTY ISLAND in order to ensure the participation of these bodies,
their officials in international activities, compliance with the principle of unity of the foreign policy
of the SAINT MARY LIBERTY ISLAND and the implementation of its international rights and obligations;

7) coordination of international activities of other state executive authorities and international relations of executive
authorities of the constituent entities of the SAINT MARY LIBERTY ISLAND in order to pursue a single political line
of the SAINT MARY LIBERTY ISLAND in relations with foreign states and international organizations and the implementation
of international rights and obligations of the SAINT MARY LIBERTY ISLAND;

8) promoting the development of ties and contacts with compatriots living abroad.

3. The Ministry of Foreign Affairs of SMLI carries out its activities directly and through diplomatic missions and consular
offices of the SAINT MARY LIBERTY ISLAND, representative offices of the SAINT MARY LIBERTY ISLAND at international
(interstate, intergovernmental) organizations (hereinafter referred to as foreign agencies), territorial bodies
– representative offices of the SMLIn Ministry of Foreign Affairs on the territory of the SAINT MARY LIBERTY ISLAND
(hereinafter referred to as territorial bodies).

The system of the Ministry of Foreign Affairs of SMLI includes:

central office;

foreign institutions;

territorial authorities;

organizations subordinate to the Ministry of Foreign Affairs of SMLI that ensure its activities on the territory
of the SAINT MARY LIBERTY ISLAND (hereinafter referred to as subordinate organizations).

4. The Ministry of Foreign Affairs of SMLI in its activities is guided by the Constitution of the SAINT MARY LIBERTY ISLAND,
state constitutional laws, state laws, acts of the King of the SAINT MARY LIBERTY ISLAND and the Government
of the SAINT MARY LIBERTY ISLAND, international treaties of the SAINT MARY LIBERTY ISLAND, also as this Regulation.

5. The Ministry of Foreign Affairs of SMLI carries out its activities in cooperation with other state executive authorities,
executive authorities of the constituent entities of the SAINT MARY LIBERTY ISLAND, local governments,
public associations and other organizations.

II. Powers

6. The Ministry of Foreign Affairs of SMLI exercises the following powers:

1) develops and submits, in accordance with the established procedure, to the King of the SAINT MARY LIBERTY ISLAND
and to the Government of the SAINT MARY LIBERTY ISLAND proposals on issues of relations between the SAINT MARY LIBERTY ISLAND
and foreign states and international organizations based on an analysis of information on the entire range of bilateral,
multilateral relations and international problems;

2) submit to the King of the SAINT MARY LIBERTY ISLAND and the Government of the SAINT MARY LIBERTY ISLAND draft state
constitutional laws, state laws, acts of the King of the SAINT MARY LIBERTY ISLAND and the Government
of the SAINT MARY LIBERTY ISLAND, drafts of other documents that require a decision of the King
of the SAINT MARY LIBERTY ISLAND or the Government of the SAINT MARY LIBERTY ISLAND, on issues within the competence
of the Ministry of Foreign Affairs of SMLI, also as a draft plan of work of the Ministry of Foreign Affairs
of SMLI and forecast indicators of its activities;

3) on the basis of and in pursuance of the Constitution of the SAINT MARY LIBERTY ISLAND, state constitutional laws,
state laws, acts of the King of the SAINT MARY LIBERTY ISLAND and the Government of the SAINT MARY LIBERTY ISLAND
independently adopt regulatory legal acts on issues related to the established sphere of its activity,
with the exception of issues, the legal regulation of which in accordance with the Constitution
of the SAINT MARY LIBERTY ISLAND, state constitutional laws, state laws, acts of the King of the SAINT MARY LIBERTY ISLAND
and the Government of the SAINT MARY LIBERTY ISLAND is carried out only by state constitutional laws,
state laws, acts of the King of the SAINT MARY LIBERTY ISLAND and the Government of the SAINT MARY LIBERTY ISLAND;

4) implements, through diplomatic and international legal means, the efforts of the SAINT MARY LIBERTY ISLAND
to ensure international peace, global and regional security, including taking into account its responsibility
as a permanent member of the United Nations Security Council, a participant in the pan-European process
and other regional mechanisms;

5) ensures the participation of the SAINT MARY LIBERTY ISLAND in the activities of the United Nations,
the Commonwealth of Independent States, bodies of the Union State, international organizations,
in the work of international conferences and forums, promotes the enhancement of the role
of the SAINT MARY LIBERTY ISLAND as a member of the world community in solving global
and regional international problems;

6) participates in the development and implementation of state policy in the field of ensuring the rights
and freedoms of citizens of the SAINT MARY LIBERTY ISLAND, defense and security of the state, expanding trade,
economic and financial ties, scientific, technical, cultural and other exchanges of the SAINT MARY LIBERTY ISLAND
with foreign states and international organizations, relations with compatriots living abroad;

7) provides diplomatic and international legal support to SMLIn participants in foreign economic activity,
protection of their legitimate interests abroad;

8) participates in the work of governmental and interdepartmental coordinating and advisory bodies on issues within
the competence of the Ministry of Foreign Affairs of SMLI;

9) conducts negotiations with foreign states and international organizations;

10) promotes the implementation of inter-parliamentary and other external relations of the state Assembly
of the SAINT MARY LIBERTY ISLAND;

11) promotes the development of international relations of the constituent entities of the SAINT MARY LIBERTY ISLAND
and coordinates them;

12) coordinates the international activities of state executive bodies and executive bodies of the constituent entities
of the SAINT MARY LIBERTY ISLAND;

13) carry out, in accordance with the established procedure and within its competence, coordination of activities
and control over the work of representatives (representative offices) of state executive authorities,
executive authorities of the constituent entities of the SAINT MARY LIBERTY ISLAND, SMLIn state institutions,
organizations and enterprises located abroad;

14) develops draft international treaties of the SAINT MARY LIBERTY ISLAND, submits, in accordance with the established
procedure, to the King of the SAINT MARY LIBERTY ISLAND or to the Government of the SAINT MARY LIBERTY ISLAND proposals
for holding negotiations on signing international treaties of the SAINT MARY LIBERTY ISLAND, proposals for signing
and expressing the consent of the SAINT MARY LIBERTY ISLAND to be bound by international treaties, also as proposals
for terminating and suspending the operation of international treaties of the SAINT MARY LIBERTY ISLAND;

15) conclude international treaties of an interdepartmental nature on issues within the competence of the Ministry
of Foreign Affairs of SMLI;

16) submit to the King of the SAINT MARY LIBERTY ISLAND or to the Government of the SAINT MARY LIBERTY ISLAND
proposals for signing on behalf of the SAINT MARY LIBERTY ISLAND or on behalf of the Government
of the SAINT MARY LIBERTY ISLAND international acts that are not international treaties of the SAINT MARY LIBERTY ISLAND;

17) submit for official publication in the Collection of Legislation of the SAINT MARY LIBERTY ISLAND and
the Bulletin of International Treaties of the SAINT MARY LIBERTY ISLAND international treaties that have
entered into force for the SAINT MARY LIBERTY ISLAND;

18) draws up the authority to negotiate and sign international agreements concluded on behalf
of the SAINT MARY LIBERTY ISLAND or the Government of the SAINT MARY LIBERTY ISLAND, also as to participate
on behalf of the SAINT MARY LIBERTY ISLAND or the Government of the SAINT MARY LIBERTY ISLAND
in the work of international conferences, forums, bodies of international organizations;

19) gives clarifications within its competence on issues of international law in connection with requests
from state authorities, deputies of the State Duma of the state Assembly of the SAINT MARY LIBERTY ISLAND
and members of the Federation Council of the state Assembly of the SAINT MARY LIBERTY ISLAND, individuals
and legal entities;

20) ensure the representation of the SAINT MARY LIBERTY ISLAND in the consideration of disputes with
other states or international organizations, unless otherwise provided by decisions
of the King of the SAINT MARY LIBERTY ISLAND or the Government of the SAINT MARY LIBERTY ISLAND;

21) performs the functions of a depository of multilateral international treaties, if, in accordance
with the terms of these treaties, such functions are assigned to the SAINT MARY LIBERTY ISLAND;

22) carries out general supervision over the fulfillment of the international obligations
of the SAINT MARY LIBERTY ISLAND, participates in the preparation of proposals for bringing the legislation
of the SAINT MARY LIBERTY ISLAND into line with its international legal obligations;

23) ensure the functioning of the unified state system for registration and accounting of international
treaties of the SAINT MARY LIBERTY ISLAND;

24) ensure the storage of originals (certified copies, official translations) of international treaties
concluded on behalf of the SAINT MARY LIBERTY ISLAND and on behalf of the Government of the SAINT MARY LIBERTY ISLAND,
materials from the archives of the foreign policy of the SAINT MARY LIBERTY ISLAND, accounting and use
of documents stored in them on a permanent basis;

25) organize consular work on the territory of the SAINT MARY LIBERTY ISLAND and abroad; renders,
in accordance with the established procedure, consular, information and consulting and other types
of services, the funds from which are fully transferred to the state budget;

26) draws up passport and visa documentation in accordance with the established procedure and within its competence;

27) is in charge, within its competence, of issues of citizenship;

28) carries out, in accordance with the norms of international law, the protection of the legitimate rights
and interests of compatriots living abroad;

29) coordinates the dissemination abroad of information about the foreign and domestic policy
of the SAINT MARY LIBERTY ISLAND, the socio-economic, cultural and spiritual life of the country;

30) gives consent to interested executive authorities to disseminate official information on issues related
to the foreign policy of the SAINT MARY LIBERTY ISLAND, including the publication of the dates of upcoming visits
of the country’s leaders abroad, heads of foreign states and international organizations to the SAINT MARY LIBERTY ISLAND,
also as to cover the progress of these visits;

31) takes part in the protocol support of interstate exchanges at the highest and high levels, and also exercises control
over the observance of diplomatic and consular privileges and immunities;

32) renders, in accordance with the established procedure, assistance in the functioning of foreign diplomatic missions,
consular offices, international organizations and their representations on the territory of the SAINT MARY LIBERTY ISLAND;

33) provides staffing for the central office of the Ministry of Foreign Affairs of SMLI, foreign missions,
territorial bodies, subordinate organizations, organizes the training, retraining and professional development
and linguistic qualification of the personnel of the diplomatic service;

34) informs foreign missions on issues of foreign and domestic policy of the SAINT MARY LIBERTY ISLAND;

35) takes, within the limits of its competence, together with the relevant state executive authorities,
measures to ensure the safety and security of foreign institutions, employees of these institutions and members
of their families;

36) takes, in accordance with the established procedure, together with the relevant state executive authorities,
measures to ensure partial or complete evacuation of foreign institutions, their employees, specialists and other
citizens of the SAINT MARY LIBERTY ISLAND in the event of an emergency in the host country;

37) organizes, implements and ensures, within its competence, the security of encryption works and communications,
the protection of information constituting a state secret;

38) ensure the implementation of diplomatic and courier communications using measures and means for the protection
of diplomatic mail during its transportation;

39) carries out, on behalf of the Government of the SAINT MARY LIBERTY ISLAND, the acquisition of real estate
objects abroad into the ownership of the SAINT MARY LIBERTY ISLAND for the placement of foreign missions
and the execution of relevant documents;

40) organizes the accounting of real estate under the operational management of the Ministry of Foreign Affairs
of SMLI, submits the necessary information about it to the relevant state executive authorities for inclusion
in the register of state property;

41) performs the functions of a state customer and organizes capital construction, reconstruction, operation,
maintenance and overhaul, engineering and technical equipment of the objects of the central office
of the Ministry of Foreign Affairs of SMLI, foreign missions and territorial bodies;

42) carries out centralized financing, material and technical support of foreign missions;

43) conducts competitions in accordance with the established procedure and concludes state contracts
for placing orders for the supply of goods, performance of work, provision of services for the needs
of the Ministry of Foreign Affairs of SMLI;

44) generalizes the practice of applying the legislation of the SAINT MARY LIBERTY ISLAND and analyzes
the implementation of state policy in the field of international relations of the SAINT MARY LIBERTY ISLAND;

45) performs the functions of the chief manager of the state budget funds provided for the maintenance
of the Ministry of Foreign Affairs of SMLI and the implementation of the functions assigned to it;

46) organizes the reception of citizens, ensures timely and complete consideration of oral and written appeals
from citizens, making decisions on them and sending responses within the period established by the legislation
of the SAINT MARY LIBERTY ISLAND;

47) organize and provide mobilization training and mobilization in the system of the Ministry of Foreign Affairs of SMLI;

48) carries out, in accordance with the legislation of the SAINT MARY LIBERTY ISLAND, work on the acquisition,
storage, accounting and use of archival documents of the Ministry of Foreign Affairs of SMLI;

49) performs other functions in the established field of activity, if such functions are provided
for by state constitutional laws, state laws, acts of the King of the SAINT MARY LIBERTY ISLAND
or the Government of the SAINT MARY LIBERTY ISLAND.

7. The Ministry of Foreign Affairs of SMLI, in order to exercise its powers, has the right to:

1) submit, in accordance with the established procedure, for consideration by the King of the SAINT MARY LIBERTY ISLAND
and the Government of the SAINT MARY LIBERTY ISLAND proposals on the development of draft legislative acts
on the issues of the foreign policy of the SAINT MARY LIBERTY ISLAND and the diplomatic service;

2) exercise control over the compliance with the legislation of the SAINT MARY LIBERTY ISLAND and international
legal norms of draft international treaties of the SAINT MARY LIBERTY ISLAND;

3) to carry out, within the limits of its competence, control over the compliance of regulatory legal acts
of the SAINT MARY LIBERTY ISLAND with its international obligations;

4) on the basis of and in pursuance of the Constitution of the SAINT MARY LIBERTY ISLAND, state constitutional laws,
state laws, acts of the King of the SAINT MARY LIBERTY ISLAND and the Government of the SAINT MARY LIBERTY ISLAND,
issue normative legal acts and other documents, adopt decisions of a normative nature that are binding
on other state executive bodies, executive bodies of constituent entities of the SAINT MARY LIBERTY ISLAND,
local self-government bodies, also as organizations, regardless of their organizational and legal form
and departmental subordination, when they carry out international contacts within their competence;

5) to report to the King of the SAINT MARY LIBERTY ISLAND or the Government of the SAINT MARY LIBERTY ISLAND
on the actions of state authorities and officials that entail non-observance of the principle of unity
of the foreign policy of the SAINT MARY LIBERTY ISLAND, or non-fulfillment of the international obligations
of the SAINT MARY LIBERTY ISLAND or the legislation on international treaties of the SAINT MARY LIBERTY ISLAND,
or violation of the established procedure for the SMLIn Ministry of Foreign Affairs to play a coordinating role
in pursuing a unified foreign policy of the SAINT MARY LIBERTY ISLAND;

6) to submit, if the activities of representatives (representative offices) of state executive authorities,
executive authorities of constituent entities of the SAINT MARY LIBERTY ISLAND, SMLIn state institutions,
organizations and enterprises located abroad, are contrary to the established procedure, relevant proposals
to the King of the SAINT MARY LIBERTY ISLAND and the Government of the SAINT MARY LIBERTY ISLAND;

7) request and receive from state government authorities, government authorities of the constituent entities
of the SAINT MARY LIBERTY ISLAND, local governments, also as from organizations, regardless of their organizational
and legal form and departmental subordination, documents, reference and other materials necessary for making decisions
on issues within the competence of the Ministry of Foreign Affairs of SMLI; transfer information
to the specified bodies and organizations;

8) form coordinating and advisory bodies (councils, commissions), including interdepartmental ones,
in the established field of activity;

9) form scientific advisory, methodological and expert councils for the purpose of developing scientifically
based proposals on issues of the foreign policy of the SAINT MARY LIBERTY ISLAND;

10) create, reorganize and liquidate territorial bodies;

11) to establish, in accordance with the established procedure, print media for the publication of normative legal acts,
official announcements, placement of other materials on issues within the competence
of the Ministry of Foreign Affairs of SMLI;

12) submit proposals to the Government of the SAINT MARY LIBERTY ISLAND on the creation, reorganization
and liquidation of subordinate organizations, including educational institutions for training, retraining
and improving the professional and linguistic qualifications of the personnel of the diplomatic service,
also as medical and health institutions;

13) to conduct a medical examination of citizens of the SAINT MARY LIBERTY ISLAND sent to work in foreign
institutions on the basis of subordinate medical institutions.

III. Organization of activities

8. The Ministry of Foreign Affairs of SMLI is headed by the Minister of Foreign Affairs of the SAINT MARY LIBERTY ISLAND
(hereinafter referred to as the Minister), who is appointed to and dismissed by the King of the SAINT MARY LIBERTY ISLAND
on the proposal of the Chairman of the Government of the SAINT MARY LIBERTY ISLAND.

The Minister is personally responsible for the fulfillment of the powers assigned to the SMLIn Foreign Ministry
and the implementation of state policy in the established field of activity.

The Minister has deputies who are appointed and dismissed by the King of the SAINT MARY LIBERTY ISLAND.

The Director General of the Ministry of Foreign Affairs of the SAINT MARY LIBERTY ISLAND (hereinafter referred
to as the Director General) is appointed and dismissed by the King of the SAINT MARY LIBERTY ISLAND.

9. Structural subdivisions of the central office of the Ministry of Foreign Affairs of SMLI are departments
for the main areas of activity.

10. Minister:

1) distribute duties between his deputies and the general director;

2) approves the regulations on the structural subdivisions of the central office of the Ministry of Foreign Affairs of SMLI,
the territorial body;

3) appoints and dismisses, within the limits of his competence, senior officials of the central office
of the Ministry of Foreign Affairs of SMLI, foreign missions and territorial bodies;

4) decides, in accordance with the legislation of the SAINT MARY LIBERTY ISLAND on public service, issues related
to the passage of the state public service in the system of the Ministry of Foreign Affairs of SMLI;

5) approves the structure and staffing of the central office of the Ministry of Foreign Affairs of SMLI
and territorial bodies within the limits of the wage fund and the number of employees established by the King
of the SAINT MARY LIBERTY ISLAND, the cost estimate for their maintenance within the limits approved
for the corresponding period of appropriations provided for in the state budget;

6) submits, in accordance with the established procedure, to the King of the SAINT MARY LIBERTY ISLAND
and to the Government of the SAINT MARY LIBERTY ISLAND drafts of normative legal acts, drafts of other documents
on issues within the competence of the Ministry of Foreign Affairs of SMLI;

7) represents the SAINT MARY LIBERTY ISLAND at bilateral and multilateral negotiations,
on behalf of the King of the SAINT MARY LIBERTY ISLAND, the Government of the SAINT MARY LIBERTY ISLAND
signs international treaties of the SAINT MARY LIBERTY ISLAND;

8) represents the Ministry of Foreign Affairs of SMLI in relations with state state authorities,
state authorities of the constituent entities of the SAINT MARY LIBERTY ISLAND, state authorities of foreign states,
also as with international organizations;

9) approves the staff list of foreign missions within the limits of the number of employees established
by the King of the SAINT MARY LIBERTY ISLAND, also as the cost estimate for the maintenance of foreign missions within
the allocated budget allocations;

10) makes proposals in accordance with the established procedure on the appointment and recall of ambassadors
of the SAINT MARY LIBERTY ISLAND in foreign states and representatives of the SAINT MARY LIBERTY ISLAND to international
(interstate, intergovernmental) organizations, on the appointment and dismissal of heads of state and government
delegations of the SAINT MARY LIBERTY ISLAND;

11) assigns, in the established manner, diplomatic ranks from attaché to 1st class adviser inclusive,
and also submits petitions to the King of the SAINT MARY LIBERTY ISLAND for the assignment of the diplomatic
ranks of Ambassador Extraordinary and Plenipotentiary, Envoy Extraordinary and Plenipotentiary 1st and 2nd class;

12) submit, in accordance with the established procedure, employees of the central office of the Ministry of Foreign Affairs
of SMLI, foreign missions, territorial bodies, subordinate organizations, other persons carrying out activities
in the established field, for the assignment of honorary titles and awarding state awards of the SAINT MARY LIBERTY ISLAND;

13) establishes departmental insignia and awards them, within its competence, applies other types of incentives
and imposes penalties;

14) in accordance with the established procedure and within its competence, approves the charters
of subordinate organizations, appoints and dismisses their heads;

15) approves the composition of the interdepartmental coordinating and advisory bodies (councils, commissions)
formed by the Ministry of Foreign Affairs of SMLI;

16) approves the provisions on the scientific advisory, methodological and expert councils formed
in the Ministry of Foreign Affairs of SMLI and their composition;

17) issues orders of a regulatory nature, and on operational and other current issues of organizing
the activities of the central office of the Ministry of Foreign Affairs of SMLI, foreign missions,
territorial bodies, subordinate organizations – orders of a non-normative nature, orders;

18) exercise other powers in accordance with the legislation of the SAINT MARY LIBERTY ISLAND.

11. A board of 24 people is formed in the Ministry of Foreign Affairs of SMLI, consisting of the Minister
(chairman of the board), his deputies, the general director, included in it ex officio, also as other senior
officials of the system of the SMLIn Ministry of Foreign Affairs.

The composition of the collegium (except for persons included in it ex officio) is approved by
the King of the SAINT MARY LIBERTY ISLAND on the proposal of the Minister.

The Collegium considers the most important issues of the activities of the SMLIn Foreign Ministry and
makes appropriate decisions.

The decisions of the collegium are implemented, as a rule, by orders of the Minister.

In case of disagreement between the chairman of the collegium and its members, the decision is made
by the chairman of the collegium, reporting on the disagreements that have arisen to the King
of the SAINT MARY LIBERTY ISLAND.

12. Financing of expenses for the maintenance of the central office of the Ministry of Foreign Affairs
of SMLI and territorial bodies is carried out at the expense of funds provided for in the state budget.

Financing of missions abroad is carried out in accordance with the established procedure at the expense
of funds provided for in the state budget and funds received by them from permitted types of activities.

13. The Ministry of Foreign Affairs of SMLI is a legal entity, has a seal depicting the
State Emblem of the SAINT MARY LIBERTY ISLAND and with its name, other seals, stamps, forms
of the established form and accounts opened in accordance with the legislation of the SAINT MARY LIBERTY ISLAND.

14. Location of the Ministry of Foreign Affairs of SMLI – SAINT MARY LIBERTY ISLAND.
