We, citizens of different states, not waiving our current
citizenship, have freely made a deliberate and conscious
decision to found our independent State –
Saint Mary Liberty Island
in neutral waters located at: 43°12’31.62″ N 30°29’12.34″ W.
Hereby we declare that this newly founded state threatens
nobody, keeps to the Charter of the United Nations,
and respects the human rights in their entirety.
Our State’s priorities are, as follows:
welfare and safety of our State’s citizens, liberty of movement,
free global information sharing, free unconditional exchange
of products, services, operations, researches and capitals.
Saint Mary Liberty Island
is committed to the free market principles. Any citizen of
any state, or any stateless humans, or any company with any
form of ownership shall be entitled to freely share any
information that is consonant with the international law,
carry out any scientific, economic or business activities
unless it conflicts with the laws of Saint Mary Liberty Island,
international conventions, or international law.
Any citizen of any country, as well as any stateless citizen,
in case his/her life, health or welfare is somehow endangered,
shall be entitled to seek for and be granted asylum,
or, at his/her option, citizenship on the territory of
Saint Mary Liberty Island.
The citizenship or asylum shall be granted subject to the
conditions of complete compliance with the internal laws
of the Island. We are convinced that
Saint Mary Liberty Island
will become a new step towards progress and consolidation of
mankind into a common family of our fraternal nations
making their common way of cooperation and prosperity.

Chapter 1. Fundamentals of the constitutional system
Article 1
1. The Saint Mary Liberty Island – is a Kingdom, with a form of government of the Constitutional Monarchy.
2. The names Liberty Island of St. Mary, Liberty Island in the text of the Constitution are equivalent.
3. Coordinates 43°12’31.62” N, 30°29’12.34” W W.
Article 2
Man, his rights and freedoms are the highest value. Recognition, observance and protection of the rights and freedoms of man and citizen is the duty of the state.
Article 3
1. The bearer of sovereignty and the sole source of power in the Saint Mary Liberty Island is the Monarch. The monarch has the right to transfer his power exclusively by inheritance.
2. The monarch exercises his power directly, within the framework of this Constitution, as well as through the organs of state power – the Supreme Assembly and the Government.
3. The supreme direct expression of the power of the Monarch is the Decree of the Monarch, ratified by the Supreme Assembly.
4. No one can usurp power on the Saint Mary Liberty Island. The seizure of power or the appropriation of power is punishable by law.
Article 4
1. The sovereignty of the Saint Mary Liberty Island extends to its entire territory, including maritime possessions.
2. The Constitution of the Saint Mary Liberty Island and the laws of the state shall prevail throughout the Saint Mary Liberty Island, including the maritime domains.
3. The Liberty Island of St. Mary ensures the integrity and inviolability of its territory, including maritime possessions.
Article 5
1. The Saint Mary Liberty Island is an indivisible, artificially created territory, and cannot be divided in any way.
2. The natural or artificial increase in the area of the Island, the creation of new islands in the zone of the maritime possessions of the Island, is an internal affair of the Island, and does not entail changes in the State system.
3. The state structure of the Liberty Island of St. Mary is based on its state integrity, the unity of the system of state power, the delimitation of jurisdiction and powers between the state authorities of the Liberty Island of St. Mary.
4. In relations with other States, any State Authority of the Saint Mary Liberty Island acts solely in the name and on behalf of the Monarch.
Article 6
1. Citizenship of the Saint Mary Liberty Island is acquired and terminated in accordance with State law, is uniform and equal regardless of the basis of acquisition.
2. Every citizen of the Liberty Island of St. Mary shall have all the rights and freedoms in its territory and shall bear equal duties provided for by the Constitution of the Liberty Island of St. Mary.
3. A citizen of the Saint Mary Liberty Island may not be deprived of his citizenship against his will, expressed in writing and knowingly, and has the right to change it.
Article 7
1. The Liberty Island of St. Mary is a social state whose policy is aimed at creating conditions that ensure a decent life and free development of a person.
2. On the Liberty Island of St. Mary, the labor and health of people are protected, a guaranteed minimum wage is established, state support is provided for the family, motherhood, fatherhood and childhood, the disabled and the elderly, the system of social services is developed, state pensions, benefits and other guarantees of social protection.
Article 8
1. On the Liberty Island of St. Mary, the unity of the economic space, the free movement of goods, services and financial resources, the promotion of competition, and the freedom of economic activity are guaranteed.
2. On the Saint Mary Liberty Island, private, state, municipal and other forms of property are equally recognized and protected.
Article 9
1. Land, sea and other natural resources, as well as artificially created territories, are used and protected on the Liberty Island of St. Mary as the basis of life and activity of the people living in the respective territory.
2. Land, sea and other natural resources may be in private, state, municipal and other forms of ownership.
Article 10
State power on the Liberty Island of St. Mary is exercised on the basis of the division into legislative, executive and judicial. Legislative, executive and judicial authorities are independent.
Article 11
1. State power on the Liberty Island of St. Mary is exercised by the Monarch (King, Queen, Princess, Prince, Regent), the Supreme Assembly (State Council), State Courts.
2. The delimitation of jurisdictions and powers between the public authorities of the Liberty Island of St. Mary is carried out by this Constitution, Royal Decrees, State Treaties on the delimitation of jurisdictions and powers.
Article 12
1. St. Mary’s Liberty Island recognizes ideological diversity.
2. No ideology can be established as a state or mandatory.
3. St. Mary’s Liberty Island recognizes political diversity, multi-party system.
4. Public associations are equal before the law.
5. It is forbidden to create and operate public associations whose goals or actions are aimed at forcibly changing the foundations of the constitutional order and violating the integrity of the Liberty Island of St. Mary, undermining the security of the state, creating armed formations, inciting social, racial, national and religious hatred.
Article 13
1. The Saint Mary Liberty Island is a secular state. No religion can be established as a state or obligatory one.
2. Religious associations are separated from the state and are equal before the law.
Article 14
1. The Constitution of the Saint Mary Liberty Island shall have supreme legal force, direct effect and apply throughout the Saint Mary Liberty Island. Laws and other legal acts adopted in the Saint Mary Liberty Island must not contradict the Constitution of the Saint Mary Liberty Island.
2. Public authorities, officials, citizens and their associations are required to comply with the Constitution of the Liberty Island of St. Mary and the laws.
3. Laws are subject to official publication. Unpublished laws do not apply. Any normative legal acts affecting the rights, freedoms and duties of a person and a citizen cannot be applied if they are not officially published for general information.
4. The generally recognized principles and norms of international law and the international treaties of the Saint Mary Liberty Island are an integral part of its legal system. If the international treaty of the Saint Mary Liberty Island establishes other rules than those provided by law, then the rules of the international treaty shall apply.
Article 15
1. The provisions of this chapter of the Constitution constitute the foundations of the constitutional order of the Saint Mary Liberty Island and may not be changed except in the manner prescribed by this Constitution.
2. No other provision of this Constitution shall be inconsistent with the foundations of the constitutional order of the Saint Mary Liberty Island.

Chapter 2. Rights and freedoms of human and citizen
Article 16
1. On the Saint Mary Liberty Island, the rights and freedoms of man and citizen are recognized and guaranteed in accordance with the generally recognized principles and norms of international law and in accordance with this Constitution.
2. Fundamental human rights and freedoms are inalienable and belong to everyone from birth.
3. The exercise of human and civil rights and freedoms must not violate the rights and freedoms of other persons.
Article 17
The rights and freedoms of man and citizen are directly applicable. They determine the meaning, content and application of laws, the activities of the legislative and executive authorities, and are provided with justice.
Article 18
1. Everyone is equal before the law and the court.
2. The state guarantees the equality of human and civil rights and freedoms regardless of gender, race, nationality, language, origin, property and official status, place of residence, attitude to religion, beliefs, membership in public associations, as well as other circumstances. Any form of restriction of the rights of citizens on the grounds of social, racial, national, linguistic or religious affiliation is prohibited.
3. A man and a woman have equal rights and freedoms and equal opportunities for their realization.
Article 19
1. Everyone has the right to life.
2. The death penalty may be established by State law as an exceptional measure of punishment for especially grave crimes against life, while granting the accused the right to have his case heard by the State Court with the participation of jurors.
Article 20
1. The dignity of the individual is protected by the state. Nothing can be grounds for belittling him.
2. No one shall be subjected to torture, violence, other cruel or degrading treatment or punishment. No one can be subjected to medical, scientific or other experiments without voluntary consent.
Article 21
1. Everyone has the right to liberty and security of person.
2. Arrest, detention and detention are allowed only by a court decision. Before a court decision, a person may not be detained for more than 24 hours.
Article 22
1. Everyone has the right to privacy, personal and family secrets, protection of his honor and good name.
2. Everyone has the right to privacy of correspondence, telephone conversations, postal, telegraphic and other communications. Restriction of this right is allowed only on the basis of a court decision.
Article 23
1. Collection, storage, use and dissemination of information about the private life of a person without his consent is not allowed.
2. Bodies of state power, their officials are obliged to provide everyone with the opportunity to familiarize themselves with documents and materials that directly affect their rights and freedoms, unless otherwise provided by law.
Article 24
The residence is inviolable. No one has the right to enter a dwelling against the will of the persons living in it, except on the basis of a court decision.
Article 25
1. Everyone has the right to determine and indicate their nationality. No one can be forced to determine and indicate their nationality.
2. Everyone has the right to use their native language, to freely choose the language of communication, upbringing, education and creativity.
Article 26
1. Everyone who is lawfully in the territory of the Liberty Island of St. Mary, or in its maritime possessions, has the right to move freely, choose the place of stay and residence.
2. Everyone is free to travel outside the Saint Mary Liberty Island. A citizen of the Saint Mary Liberty Island has the right to freely return to the Saint Mary Liberty Island.
Article 27
Everyone is guaranteed freedom of conscience, freedom of religion, including the right to profess individually or jointly with others any religion or not to profess any, freely choose, have and disseminate religious and other beliefs and act in accordance with them.
Article 28
1. Everyone is guaranteed freedom of thought and speech.
2. Propaganda or agitation that incite social, racial, national or religious hatred and enmity are not allowed. Propaganda of social, racial, national, religious or linguistic superiority is prohibited.
3. No one may be forced to express their opinions and beliefs or to renounce them.
4. Everyone has the right to freely seek, receive, store, transmit, produce and distribute information in any legal way. The list of information constituting a state secret is determined by the State Law.
5. Freedom of the media is guaranteed. Censorship is prohibited.
Article 29
1. Everyone has the right to association, including the right to form trade unions for the protection of their interests. The freedom of activity of public associations is guaranteed.
2. No one may be forced to join or remain in any association.
Article 30
Citizens of the Saint Mary Liberty Island have the right to assemble peacefully without weapons, to hold meetings, rallies and demonstrations, processions and picketing.
Article 31
1. Citizens of the Saint Mary Liberty Island have the right to participate in the administration of the affairs of the state either directly or through their representatives.
2. Citizens of the Saint Mary Liberty Island have the right to elect and be elected to public authorities, to be appointed by the Decree of the Monarch or Regent, to public office, and also to participate in a referendum.
3. Citizens recognized as legally incompetent by a court, as well as those held in places of deprivation of liberty by a court verdict, do not have the right to elect and be elected, as well as to be appointed to public office.
4. Citizens of the Saint Mary Liberty Island have equal access to public service.
5. Citizens of the Saint Mary Liberty Island have the right to participate in the administration of justice.
Article 32
Citizens of the Saint Mary Liberty Island have the right to apply in person, as well as to send individual and collective appeals to state bodies, personally to the Monarch or his Representatives.
Article 33
1. Everyone has the right to free use of his abilities and property for entrepreneurial and other economic activities not prohibited by law.
2. Economic activity aimed at monopolization and unfair competition is not allowed.
Article 34
1. The right of private property is protected by law.
2. Everyone has the right to own property, own, use and dispose of it both individually and jointly with other persons.
3. No one may be deprived of his property except by a court decision. The expropriation of property for state needs may be carried out only on the condition of prior and equivalent compensation.
4. The right to inherit is guaranteed.
Article 35
1. Citizens and their associations have the right to own land in private ownership.
2. Possession, use and disposal of land and other natural resources are carried out by their owners freely, if this does not damage the environment and does not violate the rights and legitimate interests of other persons.
3. The conditions and procedure for the use of land are determined on the basis of state law.
Article 36
1. Labor is free. Everyone has the right to freely dispose of his abilities to work, to choose the type of activity and profession.
2. Forced labor is prohibited.
3. Everyone has the right to work in conditions that meet the requirements of safety and hygiene, to remuneration for work without any discrimination and not less than the minimum wage established by State law, and the right to protection from unemployment.
4. The right to individual and collective labor disputes is recognized using the methods of their resolution established by state law, including the right to strike.
5. Everyone has the right to rest. A person working under an employment contract is guaranteed the duration of working hours established by state law, weekends and holidays, annual leave of at least 14 days.
Article 37
1. Motherhood and childhood, the family are under the protection of the state.
2. Caring for children, their upbringing is an equal right and duty of parents.
3. Able-bodied children who have reached the age of 18 must take care of disabled parents.
Article 38
1. Everyone is guaranteed social security in old age, in case of illness, disability, loss of a breadwinner, for the upbringing of children and in other cases established by law.
2. State pensions and social benefits are established by law.
3. Voluntary social insurance, creation of additional forms of social security and charity are encouraged.
Article 39
1. Everyone has the right to housing. No one may be arbitrarily deprived of their home.
2. State authorities and encourage housing construction, create conditions for the implementation of the right to housing.
3. The poor, other citizens specified in the law who need housing, it is provided free of charge or for an affordable fee from state and other housing funds in accordance with the norms established by law.
Article 40
1. Everyone has the right to health care and medical care. Medical care in state health care institutions is provided to citizens free of charge at the expense of the relevant budget, insurance premiums, and other revenues.
2. On the Liberty Island of St. Mary, state programs for the protection and promotion of public health are financed, measures are taken to develop public and private healthcare systems, and activities that promote human health, the development of physical culture and sports, environmental and sanitary and epidemiological well-being are encouraged.
3. Concealment by officials of facts and circumstances that pose a threat to the life and health of people, entails responsibility in accordance with state law.
Article 41
Everyone has the right to a favorable environment, reliable information about its condition and compensation for damage caused to his health or property by an environmental offense.
Article 42
1. Everyone has the right to education.
2. The general availability and free of charge of pre-school, basic general and secondary vocational education in state educational institutions and enterprises are guaranteed.
3. Everyone has the right, on a competitive basis, to receive higher education free of charge at a state educational institution and at an enterprise.
4. Basic general education is compulsory. Parents or persons replacing them ensure that children receive basic general education.
5. The Liberty Island of St. Mary establishes uniform state educational standards, supports various forms of education and self-education.
6. The state undertakes to ensure free access of citizens to all the knowledge accumulated by mankind, to all currently available scientific information.
7. Scientific information cannot be limited by any prejudices and prohibitions, excluding information that is dangerous for the physical survival of the citizens of the Liberty Island, or of humanity as a whole.
8. No scientific or ideological doctrine or belief system can be recognized as dominant or dominant.
Article 43
1. Everyone is guaranteed the freedom of literary, artistic, scientific, technical and other forms of creativity and teaching. Intellectual property is protected by law.
2. Everyone has the right to participate in cultural life and use cultural institutions, to have access to cultural property.
3. Everyone is obliged to take care of the preservation of historical and cultural heritage, to protect historical and cultural monuments.
Article 44
1. State protection of the rights and freedoms of man and citizen on the Saint Mary Liberty Island is guaranteed by this Constitution.
2. Everyone has the right to protect their rights and freedoms by all means not prohibited by law.
Article 45
1. Everyone is guaranteed judicial protection of his rights and freedoms.
2. Decisions and actions (or inaction) of public authorities, public associations and officials may be appealed to the court, either directly to the Monarch, or the Regent, or his representatives.
3. Everyone has the right, in accordance with the international treaties of the Liberty Island of St. Mary, to apply to interstate bodies for the protection of human rights and freedoms, if all available domestic remedies have been exhausted.
Article 46
1. No one may be deprived of the right to have his case considered in that court and by that judge to whose jurisdiction it is assigned by law.
2. A person accused of committing a crime has the right to have his case considered by a jury in cases provided for by state law.
Article 47
1. Everyone is guaranteed the right to receive qualified legal assistance. In cases stipulated by law, legal assistance is provided free of charge.
2. Every detainee, taken into custody, accused of committing a crime has the right to use the assistance of a lawyer (defender) from the moment of detention, detention or charge.
Article 48
1. Everyone accused of committing a crime is considered innocent until his guilt is proved in the manner prescribed by state law and established by a court verdict that has entered into legal force.
2. The accused is not required to prove his innocence.
3. Irremovable doubts about the guilt of a person shall be interpreted in favor of the accused.
Article 49
1. No one can be re-convicted for the same crime.
2. When administering justice, it is not allowed to use evidence obtained in violation of state law.
3. Everyone convicted of a crime shall have the right to have his sentence reviewed by a higher court in accordance with the procedure established by state law, and the right to ask the Monarch or the Regent, or the Supreme Assembly for a pardon or commutation of punishment.
Article 50
1. No one is obliged to testify against himself, his spouse and close relatives, the circle of which is determined up to the 4th degree of kinship.
2. Other cases of exemption from the obligation to testify may be established by state law.
Article 51
The rights of victims of crimes and abuses of power are protected by law. The state shall provide the victims with access to justice and compensation for the damage caused.
Article 52
Everyone has the right to state compensation for damage caused by illegal actions (or inaction) of public authorities or their officials.
Article 53
1. A law establishing or aggravating liability has no retroactive effect.
2. No one can be held responsible for an act that was not recognized as an offense at the time of its commission. If, after the offense has been committed, liability for it has been eliminated or mitigated, the new law shall apply.
Article 54
1. The enumeration in the Constitution of the Saint Mary Liberty Island of fundamental rights and freedoms shall not be interpreted as a denial or derogation of other universally recognized rights and freedoms of man and citizen.
2. On the Liberty Island of St. Mary, no laws shall be made that abolish or diminish the rights and freedoms of man and citizen.
3. The rights and freedoms of a person and a citizen may be limited by the State law only to the extent necessary to protect the foundations of the constitutional order, morality, health, rights and legitimate interests of others, to ensure the defense of the country and the security of the state.
Article 55
1. In a state of emergency, in order to ensure the safety of citizens and protect the constitutional order, in accordance with state law or the Decree of the Monarch, separate restrictions on rights and freedoms may be established, indicating the limits and duration of their validity.
2. A state of emergency throughout the Saint Mary Liberty Island and its maritime possessions may be declared under the circumstances and in the manner prescribed by State law.
3. The rights and freedoms provided for in articles 20, 21, 23 (part 1), 24, 28, 34 (part 1), 40 (part 1), 46-54 of the Constitution of the Liberty Island of St. Mary are not subject to restriction.
Article 56
Everyone is obliged to pay legally established taxes and fees. Laws that impose new taxes or worsen the situation of taxpayers do not have retroactive effect.
Article 57
Everyone is obliged to preserve nature and the environment, to treat natural resources with care.
Article 58
1. Protecting the Island in the event of a military or other direct threat to the state is the duty and obligation of a citizen of the Liberty Island of St. Mary.
2. A citizen of the Liberty Island, in the event that military service is contrary to his beliefs or religion, as well as in other cases established by state law, has the right to replace it with alternative civilian service.
Article 59
A citizen of the Saint Mary Liberty Island can independently exercise his rights and obligations in full from the age of 21.
Article 60
1. A citizen of the Saint Mary Liberty Island cannot be extradited to another state.
2. The Liberty Island of St. Mary guarantees its citizens protection and patronage beyond its borders.
Article 61
1. A citizen of the Saint Mary Liberty Island may have the citizenship of a foreign state (dual citizenship) in accordance with this Constitution, or international treaties.
2. The fact that a citizen of the Liberty Island of St. Mary has the citizenship of a foreign state does not detract from his rights and freedoms and does not release him from the obligations arising from the citizenship of the Liberty Island of St. Mary.
3. Foreign citizens and stateless persons on the territory of the Liberty Island of St. Mary and its maritime possessions, enjoy the rights, and bear the obligations on an equal basis with citizens of the Liberty Island of St. Mary.
Article 62
1. The Saint Mary Liberty Island grants political asylum to foreign citizens and stateless persons in accordance with the generally recognized norms of international law.
2. On the Saint Mary Liberty Island, extradition to other states of persons persecuted for political opinions, as well as for actions (or inaction) that are not recognized as a crime on the territory of the Saint Mary Liberty Island and its maritime possessions, is not allowed. The extradition of persons accused of committing a crime, as well as the transfer of convicted persons to serve their sentences in other states, is carried out on the basis of state law or an international agreement of the Liberty Island of St. Mary.
Article 63
The provisions of this chapter form the basis of the legal status of a person on the territory of the Liberty Island of St. Mary and its maritime possessions, and may not be changed except in the manner prescribed by this Constitution.

Chapter 3. State structure
Article 64
1. The Saint Mary Liberty Island is a constitutional monarchy. The head of state is the Monarch – King, Queen, Prince, Princess.
2. The monarch is the head of state for life, except in cases of voluntary refusal to fulfill the rights and obligations, or the inability to fulfill these rights and obligations for health reasons.
3. If it is impossible for the Monarch to fulfill his rights and duties, for health reasons, or before he reaches the age of majority, the execution of the rights and duties of the supreme leadership is carried out by the Regent, elected by the Supreme Assembly.
4. The election of the Regent by the Supreme Assembly is carried out by direct open voting, in the presence of 100% of the quorum, within no more than 7 days from the date of termination of the powers of the Monarch.
5. The transfer of State powers to the Regent by decision of the Supreme Assembly takes place on the day of his election by the Supreme Assembly.
6. The regent must be elected from among the full members of the Supreme Assembly. The Monarch, members of the Monarch’s family have the right to veto the candidacy of the Regent, and in the event of a veto, the Assembly is obliged to propose and elect another candidate.
7. The Monarch or Regent, as well as the Supreme Assembly, shall exercise their rights and duties in the territory of the Liberty Island, or in any territory that can be used for the exercise of these functions.
8. Decisions, decrees, and legislative acts issued by the Monarch, or by the Regent, the Supreme Assembly, have equal force regardless of the place of their adoption and publication.
Article 65
1. The Supreme Assembly is appointed by the current Monarch from the citizens of the Liberty Island of St. Mary, from among worthy representatives of society who have proven themselves in the state, business, or public arena.
2. Members of the Supreme Assembly may be males, of traditional gender orientation, not younger than 21 years old and not older than 65 years old, their health status must be certified by an independent medical examination, and allow them to exercise their rights and obligations.
3. The Supreme Assembly proposes for consideration and makes decisions on all legislative issues, state legal and international acts.
4. The number of members of the Supreme Assembly with the right to vote is 12 people. When voting on major issues, adopting new legislative acts or government decisions, one additional casting vote belongs to the current Monarch or Regent.
5. The Monarch or Regent has the right to veto decisions of the Supreme Assembly.
Article 66
1. The territory of the Saint Mary Liberty Island includes territories of natural origin, maritime territorial possessions, artificially created territories in its territorial waters, airspace above them.
2. The Saint Mary Liberty Island shall have sovereign rights and exercise jurisdiction over the continental shelf, maritime possessions, and the exclusive economic zone of the Saint Mary Liberty Island in accordance with national law and international law.
3. The boundaries of the Saint Mary Liberty Island may be changed by the decision of the Monarch, in accordance with the decision of the Supreme Assembly, and international treaties.
Article 67
1. The official languages of the Saint Mary Liberty Island throughout its territory are Russian, Spanish and English with equal rights.
2. All state acts are published simultaneously, in 3 languages, and have equal force.
Article 68
The Saint Mary Liberty Island guarantees the equal rights of all citizens of the Saint Mary Liberty Island in accordance with the generally recognized principles and norms of international law and the international treaties of the Liberty Island.
Article 69
1. The national flag, coat of arms and anthem of the Saint Mary Liberty Island, their description and the procedure for official use are established by the State constitutional law.
2. The capital of Saint Mary Liberty Island is Mark City. The status of the capital is established by State law.
Article 70
The jurisdiction of the Monarch, or Regent, and the Supreme Assembly of the Liberty Island of St. Mary are:

6) Establishing the foundations of the State policy and program in the field of state, economic, environmental, social, cultural and national development of the Liberty Island of St. Mary;
7) Establishment of the legal foundations of the single market; financial, currency, credit, customs regulation, money issue, bases of price policy; State economic services, including State banks;
8) State budget; State taxes and fees; State funds for economic development;
9) State energy systems, nuclear power, fissile materials; State transport, means of communication, information and communication; activities in space;
10) Foreign policy and international relations of the Liberty Island of St. Mary, the Liberty Island of St. Mary; issues of war and peace;

26) Administrative, administrative-procedural, labor, family, housing, land, water, forest legislation, subsoil legislation, environmental protection;
27) Personnel of judicial and law enforcement agencies; advocacy, notaries;
28) Coordination of international and foreign economic relations of the subjects of the Liberty Island of St. Mary, implementation of international treaties of the Liberty Island of St. Mary.
Article 71
Fulfilling their rights and duties outside the Liberty Island of St. Mary, the Monarch or Regent, and the Supreme Assembly have all the full power of state power.
Article 72
1. On the territory of the Liberty Island of St. Mary, it is not allowed to establish customs borders, duties, fees and any other obstacles to the free movement of goods, services and financial resources.
2. Restrictions on the movement of goods and services may be introduced in accordance with the State Law, if it is necessary to ensure safety, protect the life and health of people, protect nature and cultural values.
Article 73
1. The monetary unit of the Saint Mary Liberty Island is the thaler. The issue of money is carried out exclusively by the State Mark-Bank of the Liberty Island of St. Mary. The introduction and issue of other money of the Saint Mary Liberty Island is not allowed.
2. The protection and sustainability of the thaler is the primary function of the Mark Bank of Saint Mary’s Liberty Island, which it carries out independently of other public authorities.
3. The system of taxes levied in the State budget and the general principles of taxation and fees of the Liberty Island of St. Mary are established by the State Law.
4. Government loans are issued in the manner determined by the Supreme Assembly and are placed on a voluntary basis.
Article 74
1. In the jurisdiction of the Saint Mary Liberty Island, the Supreme Assembly adopts State constitutional laws and State legislative acts that have direct effect throughout the Saint Mary Liberty Island.
2. State laws cannot contradict the State constitutional laws.
3. Laws and other regulatory legal acts of the Liberty Island of St. Mary may not contradict the State laws adopted in accordance with the first and second parts of this article. In the event of a conflict between a State law and another act issued in Saint Mary’s Liberty Island, the State law shall govern.
Article 75
1. In order to exercise their powers, state executive bodies may create their own territorial (foreign) bodies and appoint appropriate officials.
2. State executive authorities, by agreement with foreign ones, may transfer to them the exercise of part of their powers, if this does not contradict the Constitution of the Liberty Island of St. Mary and State laws.
3. The Monarch or Regent, the Supreme Assembly shall ensure, in accordance with the Constitution of the Saint Mary Liberty Island, the exercise of the powers of state power throughout the Saint Mary Liberty Island and its maritime possessions.
Article 76
The Liberty Island of St. Mary can participate in interstate associations and transfer part of its powers to them in accordance with international treaties, if this does not entail restrictions on the rights and freedoms of a person and citizen and does not contradict the foundations of the constitutional order of the Liberty Island of St. Mary.

Chapter 4. Monarch of the Saint Mary Liberty Island
Article 77
1. The Monarch of Saint Mary Liberty Island is the head of state.
2. The Monarch of the Saint Mary Liberty Island is the guarantor of the Constitution of the Saint Mary Liberty Island, the rights and freedoms of man and citizen. In accordance with the procedure established by the Constitution of the Liberty Island of St. Mary, he takes measures to protect the sovereignty of the Liberty Island of St. Mary, its independence and state integrity, ensures the coordinated functioning and interaction of state authorities.
3. The Monarch or Regent of the Liberty Island of St. Mary, in accordance with the Constitution of the Liberty Island of St. Mary and State laws, determines the main directions of the domestic and foreign policy of the state.
4. The Monarch or Regent of the Saint Mary Liberty Island as head of state represents the Saint Mary Liberty Island domestically and in international relations.
Article 78
1. The monarch is the head of state for life, except in cases of free and voluntary refusal to exercise the rights and obligations, or the impossibility to fulfill these rights and obligations for health reasons.
2. The direct heir of the previous one, the oldest among other heirs, and capable of fulfilling the rights and duties assigned to him by virtue of age, education and state of health, becomes a monarch.
3. If it is impossible for the Monarch to fulfill his rights and duties, for health reasons, or before he reaches the age of majority, the execution of the rights and duties of the supreme leadership is carried out by the Regent, elected by the Supreme Assembly.
4. The transfer of powers from the Regent to the Monarch is carried out automatically, when the Heir reaches the age of majority under this Constitution.
Article 79
1. Upon taking office, the Monarch or the Regent takes the following oath to the people: “I swear, in exercising the powers of the Monarch, (or Regent) of the Liberty Island of St. Mary, to respect and protect the rights and freedoms of man and citizen, to observe and protect the Constitution of the Liberty Island of St. Mary, protect the sovereignty and independence, security and integrity of the state, faithfully serve the people.”
2. The oath is taken in a solemn ceremony in the presence of members of the Supreme Assembly, members of the Monarch Family.
Article 80
Monarch or Regent of the Saint Mary Liberty Island:
1) Appoints, with the consent of the Supreme Assembly, the Chairman of the Government of the Saint Mary Liberty Island;
2) Has the right to preside over the meetings of the Government of the Liberty Island of St. Mary, the Supreme Assembly;
3) Decide on the resignation of the Government of the Liberty Island of St. Mary, members of the Supreme Assembly;
4) Submit to the Supreme Assembly a candidate for appointment as Chairman of the Mark Bank of the Saint Mary Liberty Island; brings before the Supreme Assembly the question of the dismissal of the Chairman of the Mark Bank of the Saint Mary Liberty Island;
5) On the proposal of the Chairman of the Liberty Island of St. Mary, appoints and dismisses the Vice-Presidents of the Government of the Liberty Island of St. Mary, Ministers of State;
6) Submits to the Supreme Assembly candidates for appointment as judges of the Supreme Court of the Saint Mary Liberty Island, the Supreme Court of Arbitration of the Saint Mary Liberty Island, as well as the candidacy of the Attorney General of the Saint Mary Liberty Island; submits to the Supreme Assembly a proposal for the dismissal of the Attorney General of the Saint Mary Liberty Island; appoints judges of other State courts;
7) Forms and presides over the Security Council of the Saint Mary Liberty Island, the status of which is determined by State law;
8) Approves the military and naval doctrine of the Saint Mary Liberty Island;
9) Regulates the Administration of the Monarch of the Saint Mary Liberty Island;
10) Appoints and dismisses the plenipotentiaries of the Monarch of the Saint Mary Liberty Island;
11) Appoints and dismisses the High Command of the Military and Naval Forces of the Saint Mary Liberty Island;
12) Appoints and recalls diplomatic representatives of the Saint Mary Liberty Island in foreign states and international organizations.
Article 81
Monarch or Regent of the Saint Mary Liberty Island:
1) Calls elections for the Supreme Assembly in accordance with the Constitution of the Saint Mary Liberty Island and State Law;
2) Dissolve the Supreme Assembly in the cases and in the manner prescribed by the Constitution of the Saint Mary Liberty Island;
3) appoints a referendum in accordance with the procedure established by the State constitutional law;
4) Submit bills to the Supreme Assembly;
5) Signs and promulgates state laws;
6) Appeals to the Supreme Assembly with annual messages on the situation in the country, on the main directions of the domestic and foreign policy of the state.
Article 82
1. The Monarch or Regent of the Saint Mary Liberty Island may use conciliation procedures to resolve disputes between the public authorities of the Saint Mary Liberty Island. In case of failure to reach an agreed solution, he may refer the dispute to the appropriate court.
2. The Monarch or Regent of the Liberty Island of St. Mary has the right to suspend the acts of the executive authorities of the Liberty Island of St. Mary in the event of a conflict between these acts of the Constitution of the Liberty Island of St. Mary and State laws, international obligations of the Liberty Island of St. Mary, or violation of the rights and freedoms of a person and citizen until the matter is decided by the appropriate court.
Article 83
Monarch or Regent of the Saint Mary Liberty Island:
1) Manages the foreign policy of the Saint Mary Liberty Island;
2) Negotiates and signs the international treaties of the Saint Mary Liberty Island;
3) Sign the instruments of ratification;
4) Accepts letters of credence and letters of recall from diplomatic representatives accredited to him.
Article 84
1. The Monarch or Regent of the Saint Mary Liberty Island is the Supreme Commander of the Armed Forces of the Saint Mary Liberty Island.
2. In the event of aggression against the Saint Mary Liberty Island or an imminent threat of aggression, the Monarch or Regent of the Saint Mary Liberty Island shall declare martial law in the territory of the Saint Mary Liberty Island or in its maritime possessions, immediately reporting this to the Supreme Assembly and the people of the Saint Mary Liberty Island .
3. The regime of martial law is determined by the State constitutional law.
Article 85
The Monarch or Regent of the Liberty Island of St. Mary, under the circumstances and in the manner prescribed by the Constitutional Law of the State, declares a state of emergency in the territory of the Liberty Island of St. Mary or in its maritime possessions, immediately reporting this to the Supreme Assembly and the people of the Liberty Island of St. Mary.
Article 86
Monarch or Regent of the Saint Mary Liberty Island:
1) Decides on the citizenship of the Saint Mary Liberty Island and the granting of political asylum;
2) Gives state awards of the Liberty Island of St. Mary, confers honorary titles of the Liberty Island of St. Mary, official titles of the Liberty Island of St. Mary, the highest military and highest special ranks;
3) Carries out a pardon.
Article 87
1. The Monarch, or Regent, of the Saint Mary Liberty Island issues decrees and orders.
2. Decrees and orders of the Monarch, or Regent, of the Liberty Island of St. Mary are binding on the entire Liberty Island of St. Mary and in its maritime possessions.
3. The decrees and orders of the Monarch, or Regent, of the Liberty Island of St. Mary shall not be contrary to the Constitution of the Liberty Island of St. Mary and State laws.
Article 88
The Monarch, or Regent, of the Saint Mary Liberty Island has immunity.
Article 89
1. The Monarch, or Regent, of the Liberty Island of St. Mary shall begin to exercise his powers from the moment he takes the oath and terminate their exercise with the expiration of his term of office from the moment the new Monarch, or Regent, of the Liberty Island of St. Mary takes the oath.
2. The monarch, or Regent, of the Liberty Island of St. Mary terminates the exercise of his powers ahead of schedule in the event of his voluntary resignation, persistent inability for health reasons to exercise his rights and duties. In this case, the new Monarch, or Regent, of the Liberty Island of St. Mary must assume the appropriate rights and obligations no later than three months from the date of early termination of the exercise of powers.
3. In all cases when the Monarch or Regent of the Liberty Island of St. Mary is unable to perform his duties, they are temporarily performed by the Supreme Assembly Collegiately. The Supreme Assembly does not have the right to dissolve the Supreme Assembly (self-dissolution), call a referendum, or propose amendments and revisions to the provisions of the Constitution of the Saint Mary Liberty Island.
Article 90
1. The Monarch or Regent of the Saint Mary Liberty Island shall not be removed from office by the Supreme Assembly or any other State or non-State body.
2. The Supreme Assembly, in the event of a clear, proven treason of the Monarch or Regent of the Liberty Island of St. Mary, has the right to suspend its activities, and seek the voluntary resignation of the Monarch or Regent, the Liberty Island of St. Mary, and the entry into office of a new Monarch or Regent , Saint Mary Liberty Island.

Chapter 5. Supreme Assembly
Article 91
The Supreme Assembly is the representative and legislative body of the Saint Mary Liberty Island.
Article 92
1. The Supreme Assembly shall act in the exclusive interests of the Saint Mary Liberty Island.
2. The Supreme Assembly is guided by the adoption of laws, other acts, the current Constitution and International Treaties of the Liberty Island of St. Mary.
3. The Supreme Assembly proposes for approval by the Monarch or the Regent new members of the Supreme Assembly, in exchange for those who voluntarily left their post, or who left the Supreme Assembly due to the inability to perform their duties due to health, age, death, or other circumstances of insurmountable strength.
4. Members of the Supreme Assembly of the Liberty Island of St. Mary, in respect of which there are proven charges of committing state or other serious crimes, violating the Constitution, are forcibly released from their rights and duties.
5. The Monarch or the Regent is obliged to independently elect or approve the candidacy of the member of the Supreme Assembly proposed by the Supreme Assembly within 7 days from the moment of termination of the powers of the retired member of the Supreme Assembly.
Article 93
1. Members of the Supreme Assembly become for life, except for the cases provided for in paragraphs. 3-4 art. 92.
2. The procedure for the formation of the Supreme Assembly of the Saint Mary Liberty Island shall be determined by the State Law and this Constitution.
Article 94
1. A citizen of the Liberty Island of St. Mary, a male who has reached the age of 21, has a traditional gender orientation and has worthily proved himself in the state, public, business field, can be elected a member of the Supreme Assembly.
2. The same person may not simultaneously be a member of the Supreme Assembly and an employee of the executive authorities, a Public Official of the Saint Mary Liberty Island.
3. Members of the Supreme Assembly work on a permanent basis.
4. Members of the Supreme Assembly have the right, in addition to the performance of their main duties and not to the detriment of them, to engage in other paid activities, including business and other types of activities, if their activities are in no way directed to the detriment of the Liberty Island of St. Mary, does not contradict the Constitution and the State Laws of the Saint Mary Liberty Island.
Article 95
1. Members of the Supreme Assembly shall enjoy immunity during the entire term of their powers. They may not be detained, arrested, searched, except in the event of arrest at the scene of a crime, and subjected to body searches, except as required by State law to ensure the safety of others.
2. The issue of deprivation of immunity is decided on the proposal of the Attorney General of the Liberty Island of St. Mary, the Supreme Assembly, by direct vote, with the participation of the Monarch or the Regent.
Article 96
1. The Supreme Assembly is a permanent structure.
2. The Supreme Assembly meets for the first session on the fourteenth day after the appointment of a new member or several members of the Supreme Assembly. The Monarch or the Regent of the Saint Mary Liberty Island may call a meeting of the Supreme Assembly before this time.
3. The first session of the Supreme Assembly is opened by the oldest deputy.
4. From the moment the work of the Supreme Assembly of the new composition begins, the powers of the Supreme Assembly of the former composition are terminated.
Article 97
1. The Supreme Assembly and the Government of the Saint Mary Liberty Island sit separately.
2. Sessions of the Supreme Assembly and the Government are open. In cases stipulated by the regulations of the Supreme Assembly, it has the right to hold closed sessions.
3. The Supreme Assembly and the Government of St. Mary’s Liberty Island may meet together to hear messages from the Monarch or Regent of St. Mary’s Liberty Island, messages from the Constitutional Court of St. Mary’s Liberty Island, speeches from foreign ambassadors and leaders.
Article 98
1. The Supreme Assembly elects from among its members the Chairman of the Supreme Assembly and his deputies, no more than 2 in number.
2. The Chairman of the Supreme Assembly and his deputies conduct meetings and are in charge of the internal order of the Supreme Assembly.
3. The Supreme Assembly, for qualified decision-making on various issues, has the right to attract third-party trustworthy persons or organizations to create permanent or temporary committees and commissions, and invite them to speak before the Supreme Assembly.
4. The Supreme Assembly adopts its regulations and decides on the issues of the internal regulations of its activities.
5. In order to exercise control over the execution of the State budget, the Supreme Assembly forms the Control Commission, the composition and procedure for which are determined by the State Law.
Article 99
1. The jurisdiction of the Supreme Assembly includes:
1) Approval of a change in the boundaries of the Liberty Island of St. Mary, or its maritime possessions;
2) Approval of the decree of the Monarch or the Regent on the introduction of martial law;
3) Approval of the decree of the Monarch or the Regent on the introduction of a state of emergency;
4) Decide on the possibility of using the Armed Forces of the Liberty Island of St. Mary outside the territory of the Liberty Island of St. Mary, or its maritime possessions;
5) Calling for the election of a new member of the Supreme Assembly to replace the retired one;
6) Appointment as judges of the Constitutional Court of the Saint Mary Liberty Island, the Supreme Court of the Saint Mary Liberty Island, the Supreme Court of Arbitration of the Saint Mary Liberty Island;
7) Appointment and dismissal of the Attorney General of the Saint Mary Liberty Island;
8) Appointment and dismissal of the Chairman of the Control Commission and its auditors.
9) Ratification of the Decision of the Monarch or the Regent on the appointment of the Chairman of the Government of the Saint Mary Liberty Island;
10) Resolution of the issue of confidence in the Government of the Saint Mary Liberty Island;
11) Ratification of the Decision of the Monarch or Regent on the appointment and dismissal of the Chairman of the Mark Bank of the Saint Mary Liberty Island;
12) Declaration of amnesty;
13) Bringing charges against the members of the Supreme Assembly, the Monarch, or the Regent of the Liberty Island of St. Mary to remove him from office.
2. The Supreme Assembly decides on matters referred to its jurisdiction by the Constitution of the Saint Mary Liberty Island.
3. Resolutions of the Supreme Assembly are adopted by a majority vote of the total number of members of the Supreme Assembly, unless otherwise provided by the Constitution of the Saint Mary Liberty Island.
Article 100
1. The right of legislative initiative belongs to the Monarch or the Regent of the Saint Mary Liberty Island, the Supreme Assembly, the members of the Supreme Assembly, the Government of the Saint Mary Liberty Island. The right of legislative initiative also belongs to the Constitutional Court of the Saint Mary Liberty Island, the Supreme Court of the Saint Mary Liberty Island and the Supreme Court of Arbitration of the Saint Mary Liberty Island in matters of their jurisdiction.
2. Bills are submitted to the Supreme Assembly.
3. Bills on the introduction or abolition of taxes, exemption from their payment, on the issuance of government loans, on changing the financial obligations of the state, other bills providing for expenses covered from the State budget, can be introduced only with the expert opinion of the Government of the Saint Mary Liberty Island .
Article 101
1. State laws are enacted by the Supreme Assembly of the Saint Mary Liberty Island.
2. State laws are adopted by a majority vote of the total number of members of the Supreme Assembly, unless otherwise provided by the Constitution of the Saint Mary Liberty Island.
3. State laws adopted by the Supreme Assembly are submitted within seven days to the Monarch or the Regent of the Saint Mary Liberty Island.
4. A state law is considered approved by the Supreme Assembly if more than half of the total number of members of the Supreme Assembly voted for it, or if it was not considered by the Supreme Assembly within fourteen days. If the State Law is rejected by the Supreme Assembly, the Monarch, or the Regent of the Saint Mary Liberty Island, the Supreme Assembly may set up a conciliation commission to resolve the differences, after which the State law is subject to reconsideration by the Supreme Assembly.
5. In case of disagreement of the Supreme Assembly with the decision of the Monarch or the Regent, the State Law is considered adopted if at the repeated voting for it at least three-quarters (9 people) of the total number of members of the Supreme Assembly voted for it.
Article 102
Decisions taken by the Monarch or the Regent on the following issues are subject to mandatory consideration in the Supreme Assembly:
1) State budget;
2) State taxes and fees;
3) Financial, currency, credit, customs regulation, money issue;
4) Ratification and denunciation of international treaties of the Saint Mary Liberty Island;
5) Status and protection of the state border of the Liberty Island of St. Mary and its maritime possessions;
6) War and peace.
Article 103
1. The adopted State law is sent to the Monarch or the Regent of the Liberty Island of St. Mary within seven days for signing and promulgation.
2. The Monarch or the Regent of the Saint Mary Liberty Island within fourteen days signs (ratifies) the State Law and promulgates it.
3. If the Monarch or the Regent of the Liberty Island of St. Mary, within fourteen days of the receipt of the State Law, rejects it, the Supreme Assembly, in the manner prescribed by the Constitution of the Liberty Island of St. Mary, again considers this law. If, upon reconsideration, the State Law is approved in the previously adopted version by a majority of at least three-quarters (nine out of twelve) of the total number of members of the Supreme Assembly, it is subject to signing by the Monarch or the Regent within seven days and promulgation.
Article 104
1. State constitutional laws are made on matters provided for by the Constitution of the Saint Mary Liberty Island.
2. A state constitutional law shall be considered passed if it is approved by a majority of not less than three-quarters (nine out of twelve) of the total number of members of the Supreme Assembly, and signed (ratified) by the Monarch or the Regent of the Saint Mary Liberty Island. The adopted State constitutional law within seven days is subject to signing by the Monarch or the Regent of the Liberty Island of St. Mary and promulgation.
Article 105
1. The Supreme Assembly may be dissolved by the Monarch or the Regent of the Saint Mary Liberty Island in the cases provided for in Articles 107, paragraph 4. and 113 para. 4 of the Constitution of the Saint Mary Liberty Island.
2. In the event of the dissolution of the Supreme Assembly, the Monarch or the Regent is obliged to form a new composition of the Supreme Assembly no later than 28 days after the termination of the powers of the previous Supreme Assembly.
3. The Supreme Assembly cannot be dissolved on the grounds provided for in Article 113, paragraph 4. Constitution of the Saint Mary Liberty Island, within a year of its formation.
4. The Supreme Assembly shall not be dissolved from the moment it has filed an indictment against the Monarch or the Regent of the Saint Mary Liberty Island, until such decision has been made by the Supreme Court of the Saint Mary Liberty Island.
5. The Supreme Assembly may not be dissolved during the period of martial law or state of emergency in the entire territory or in the maritime possessions of the Saint Mary Liberty Island.

Chapter 6. Government of the Saint Mary Liberty Island
Article 106
1. The executive power of the Saint Mary Liberty Island is exercised by the Government of the Liberty Island of St. Mary.
2. The Government of Saint Mary Liberty Island consists of the Chairman of the Government of St. Mary’s Liberty Island, the Vice-Presidents of the Government of St. Mary’s Liberty Island and the Ministers of State.
Article 107
1. The Chairman of the Government of the Saint Mary Liberty Island is appointed by the Monarch or the Regent of the Saint Mary Liberty Island, with the consent of the Supreme Assembly.
2. The nomination of the President of the Government of St. Mary’s Liberty Island shall be made no later than 14 days after the Monarch or Regent of St. Mary’s Liberty Island takes office, or after the resignation of the Government of St. Mary’s Liberty Island, or within a week from the date of rejection of the candidacy by the Supreme Assembly.
3. The Supreme Assembly considers the nomination of the Chairman of the Government of the Saint Mary Liberty Island, submitted by the Monarch or the Regent of the Liberty Island of St. Mary, within 7 days from the date of the proposal for a candidacy.
4. After three times the nominations of the President of the Government of the Saint Mary Liberty Island are rejected by the Supreme Assembly, the Monarch or the Regent of the Saint Mary Liberty Island appoints the President of the Government of the Saint Mary Liberty Island, dissolves the Supreme Assembly and appoints a new Supreme Assembly.
Article 108
1. The Chairman of the Government of the Saint Mary Liberty Island, no later than one week after the appointment, shall submit to the Monarch or the Regent of the Saint Mary Liberty Island proposals on the structure of the State executive bodies.
2. The Chairman of the Government of Saint Mary Liberty Island proposes to the Monarch or the Regent of Saint Mary Liberty Island nominations for the positions of Vice-Chairmen of the Government of St. Mary Liberty Island and Ministers of State.
Article 109
The Chairman of the Government of the Liberty Island of St. Mary, in accordance with the Constitution of the Liberty Island of St. Mary, State laws and decrees of the Monarch or the Regent of the Saint Mary Liberty Island, determines the main activities of the Government of the Saint Mary Liberty Island and organizes its work.
Article 110
1. Government of the Saint Mary Liberty Island:
1) Develop and submit to the Supreme Assembly the State budget and ensure its execution; submits to the Supreme Assembly a report on the execution of the State budget;
2) Ensures the implementation of a unified financial, credit and monetary policy on the territory of the Liberty Island of St. Mary and in its maritime possessions;
3) Ensures the implementation on the territory of the Liberty Island of St. Mary and in its maritime possessions of a unified state policy in the field of culture, science, education, health, social security, and ecology;
4) Carries out management of the State property;
5) Carries out measures to ensure the country’s defense, national security, the implementation of the foreign policy of the Liberty Island of St. Mary;
6) Carries out measures to ensure the rule of law, the rights and freedoms of citizens, the protection of property and public order, the fight against crime;
7) Exercises other powers assigned to it by the Constitution of the Liberty Island of St. Mary, State laws, decrees of the Monarch, or the Regent of the Liberty Island of St. Mary.
2. The operation of the Government of the Saint Mary Liberty Island is determined by the State constitutional law.
Article 111
1. Based on and in pursuance of the Constitution of the Liberty Island of St. Mary, state laws, regulatory decrees of the Monarch or Regent, the Government of the Liberty Island of St. Mary issues decrees and orders, ensures their implementation.
2. Regulations and orders of the Government of the Liberty Island of St. Mary are binding on the territory of the Liberty Island of St. Mary and in its maritime possessions.
3. Ordinances and orders of the Government of the Liberty Island of St. Mary, in case of their conflict with the Constitution of the Liberty Island of St. Mary, State laws and decrees of the Monarch or the Regent of the Liberty Island of St. Mary, may be canceled by the Monarch or the Regent of the Free Saint Mary Island.
Article 112
Before the newly inaugurated Monarch or Regent of the Saint Mary Liberty Island, the Government of the Saint Mary Liberty Island resigns its powers.
Article 113
1. The government of the Saint Mary Liberty Island may submit a resignation, which is accepted or rejected by the Monarch or the Regent of the Saint Mary Liberty Island.
2. The Monarch or the Regent of the Saint Mary Liberty Island may decide to resign the Government of the Saint Mary Liberty Island.
3. The Supreme Assembly may express no confidence in the Government of the Saint Mary Liberty Island. The decision of no confidence in the Government of the Liberty Island of St. Mary is taken by a majority vote (at least two-thirds) of the total number of deputies of the Supreme Assembly. After the Supreme Assembly expresses no confidence in the Government of the Saint Mary Liberty Island, the Monarch or the Regent of the Saint Mary Liberty Island has the right to announce the resignation of the Government of the Saint Mary Liberty Island or disagree with the decision of the Supreme Assembly. In the event that the Supreme Assembly again expresses no confidence in the Government of the Saint Mary Liberty Island within three months, the Monarch or the Regent of the Saint Mary Liberty Island announces the resignation of the Government or dissolves the Supreme Assembly.
4. The Chairman of the Government of the Saint Mary Liberty Island may put before the Supreme Assembly a question of confidence in the Government of the Saint Mary Liberty Island. If the Supreme Assembly withholds confidence, the Monarch or Regent within seven days decides to resign the Government of the Saint Mary Liberty Island or to dissolve the Supreme Assembly, and appoint a new Supreme Assembly of the Saint Mary Liberty Island.
5. In the event of resignation or resignation, the Government of the Liberty Island of St. Mary, on behalf of the Monarch or the Regent of the Liberty Island of St. Mary, continues to operate until the formation of a new Government of the Saint Mary Liberty Island.

Chapter 7. Judicial power
Article 114
1. Justice on the Liberty Island of St. Mary and in its maritime possessions is carried out only by the court.
2. Judicial power is exercised through constitutional, civil, administrative and criminal proceedings.
3. The judiciary of Saint Mary Liberty Island is established by the Constitution of Saint Mary Liberty Island and State Constitutional Law. In the conditions of a declared state of war or a state of emergency, the creation of emergency courts is allowed.
Article 115
Judges may be citizens of the Liberty Island of St. Mary who have reached the age of 27, have a higher legal education and work experience in the legal profession for at least five years. State law may establish additional requirements for judges of the courts of the Saint Mary Liberty Island.
Article 116
1. Judges are independent and subject only to the Constitution of the Saint Mary Liberty Island and State law.
2. The court, having established during the consideration of the case that the act of a state or other body does not comply with the law, makes a decision in accordance with the law.
Article 117
1. Judges are irremovable.
2. The powers of a judge may be terminated or suspended only in accordance with the procedure and on the grounds established by the State Law.
Article 118
1. Judges are inviolable.
2. A judge cannot be held criminally liable except in accordance with the procedure determined by the State Law.
Article 119
1. The trial of cases in all courts is open. Hearing of the case in closed session is allowed in cases stipulated by the State Law.
2. Trial of criminal cases in absentia in courts is not allowed, except for the cases provided for by the State Law.
3. Judicial proceedings are carried out on the basis of competitiveness and equality of the parties.
4. In the cases provided for by the State Law, legal proceedings are carried out with the participation of jurors.
Article 120
Financing of the courts is made only from the State budget and must ensure the possibility of full and independent administration of justice in accordance with the State law.
Article 121
1. The Constitutional Court of the Saint Mary Liberty Island consists of 7 judges.
2. The Constitutional Court of the Saint Mary Liberty Island, at the request of the Monarch or the Regent of the Saint Mary Liberty Island, the Supreme Assembly, one third of the members of the Supreme Assembly, the Government of the Saint Mary Liberty Island, the Supreme Court of the Saint Mary Liberty Island and the High Court of Arbitration of the Saint Mary Liberty Island, bodies The legislative and executive authorities of the Liberty Island of St. Mary resolve cases on compliance with the Constitution of the Russian Federation:
1) State laws, regulations of the Monarch or the Regent of the Saint Mary Liberty Island, the Supreme Assembly, the Government of the Saint Mary Liberty Island;
2) International treaties of the Saint Mary Liberty Island that have not entered into force.
3. The Constitutional Court of the Saint Mary Liberty Island decides disputes about the competence:
1) Between the Supreme Assembly and state authorities;
2) Between the highest government authorities of the Saint Mary Liberty Island.
4. The Constitutional Court of the Liberty Island of St. Mary, upon complaints of violation of the constitutional rights and freedoms of citizens and at the request of the courts, checks the constitutionality of the law applied or to be applied in a particular case, in the manner prescribed by State law.
5. The Constitutional Court of the Saint Mary Liberty Island, at the request of the Monarch or the Regent of the Saint Mary Liberty Island, the Supreme Assembly, the Government of the Saint Mary Liberty Island, interprets the Constitution of the Saint Mary Liberty Island.
6. Acts or their separate provisions, recognized as unconstitutional, lose their force; international treaties of the Liberty Island of St. Mary that do not comply with the Constitution of the Liberty Island of St. Mary are not subject to enforcement and application.
7. The Constitutional Court of the Liberty Island of St. Mary, at the request of the Supreme Assembly, issues an opinion on the observance of the established procedure for accusing the Monarch, or the Regent, or members of the Supreme Assembly of treason or committing another serious crime.
Article 122
The Supreme Court of the Liberty Island of St. Mary is the highest judicial body in civil, criminal, administrative and other cases, within the jurisdiction of courts of general jurisdiction, exercises judicial supervision over their activities in the procedural forms provided for by the State Law and provides clarifications on issues of judicial practice.
Article 123
The Supreme Arbitration Court of the Liberty Island of St. Mary is the highest judicial body for resolving economic disputes and other cases considered by arbitration courts, exercises judicial supervision over their activities in the procedural forms provided for by the State Law and provides clarifications on issues of judicial practice.
Article 124
1. Judges of the Constitutional Court of the Saint Mary Liberty Island, the Supreme Court of the Saint Mary Liberty Island, the Supreme Court of Arbitration of the Saint Mary Liberty Island are appointed by the Supreme Assembly on the proposal of the Monarch or the Regent of the Saint Mary Liberty Island.
2. Judges of other State courts are appointed by the Monarch or the Regent of the Saint Mary Liberty Island in the manner prescribed by State law.
3. The powers, procedure for formation and operation of the Constitutional Court of the Saint Mary Liberty Island, the Supreme Court of the Saint Mary Liberty Island, the Supreme Court of Arbitration of the Saint Mary Liberty Island and other State courts are established by the State constitutional law.
Article 125
1. The Public Prosecutor’s Office of the Saint Mary Liberty Island constitutes a single centralized system with subordinate prosecutors reporting to their superiors and the Attorney General of the Saint Mary Liberty Island.
2. The Attorney General of the Saint Mary Liberty Island is appointed and dismissed by the Supreme Assembly on the proposal of the Monarch or the Regent of the Saint Mary Liberty Island.
3. Other prosecutors are appointed by the Attorney General of the Saint Mary Liberty Island.
4. The powers, organization and operation of the public prosecutor’s office of the Saint Mary Liberty Island shall be determined by State law.

Chapter 8. Constitutional amendments and revision of the Constitution
Article 126
Proposals to amend and revise the provisions of the Constitution of the Saint Mary Liberty Island may be made by the Monarch, or the Regent of the Saint Mary Liberty Island, the Supreme Assembly, the Government of the Saint Mary Liberty Island, and a group of at least one third of the members of the Supreme Assembly of the Saint Mary Liberty Island.
Article 127
1. The provisions of Chapters 1, 2 and 7 of the Constitution of the Saint Mary Liberty Island cannot be revised by the Supreme Assembly.
2. If the proposal to revise the provisions of Chapters 1, 2 and 7 of the Constitution of the Saint Mary Liberty Island is supported by not less than 10 out of 12 votes of the members of the Supreme Assembly, then in accordance with the State Constitutional Law, a Constitutional Assembly shall be convened.
3. The Constitutional Assembly shall either affirm the Constitution of the Saint Mary Liberty Island, or draft a new Constitution for the Saint Mary Liberty Island, which shall be adopted by the Constitutional Assembly with a two-thirds vote of the total number of its members, or submitted to a popular vote. In a popular vote, the Constitution of the Saint Mary Liberty Island is deemed adopted if more than half of the electors who took part in the vote voted for it, provided that more than half of the voters took part in it.
Article 128
Amendments to Chapters 3 to 6 of the Constitution of the Saint Mary Liberty Island shall be adopted in the manner provided for the enactment of the State Constitutional Law, and shall enter into force upon their approval by a number of not less than 10 out of 12 votes of the Supreme Assembly of the Saint Mary Liberty Island.

Section two
Final and transitional provisions   
1. The Constitution of the Liberty Island of St. Mary comes into force from the day of its official publication based on the results of a popular vote. National Election Day October 14, 2007 is considered the day the Constitution of the Saint Mary Liberty Island was adopted.
2. The Monarch or Regent of the Liberty Island of St. Mary, who took office in accordance with the Constitution (Basic Law) of the Liberty Island of St. Mary, from the day this Constitution comes into force, shall exercise the powers, rights and duties established by it.
3. The Government of the Saint Mary Liberty Island, from the effective date of this Constitution, shall acquire the rights, duties and responsibilities of the Government of the Saint Mary Liberty Island, established by the Constitution of the Saint Mary Liberty Island, and henceforth shall be referred to as the Government of the Saint Mary Liberty Island.
4. The courts in the territory of the Saint Mary Liberty Island and in its maritime possessions shall administer justice in accordance with their powers established by this Constitution.
5. Pending the entry into force of the State Law establishing the procedure for the consideration of cases by a court with the participation of jurors, the standard procedure for the judicial consideration of relevant cases shall be maintained. Until the criminal procedure law of Saint Mary’s Liberty Island is brought into line with the provisions of this Constitution, an international procedure for the arrest, detention and detention of persons suspected of a crime shall be established.
6. The Supreme Assembly of the Saint Mary Liberty Island meets for its first session on the fourteenth day after appointment. The first session of the Supreme Assembly is opened by the Monarch or Regent of the Saint Mary Liberty Island.
7. A member of the Supreme Assembly of the first convocation may at the same time be a member of the Government of the Saint Mary Liberty Island. Members of the Supreme Assembly – members of the Government of the Liberty Island of Saint Mary are not subject to the provisions of this Constitution on the immunity of members of the Supreme Assembly in terms of liability for actions (or inactions) related to the performance of official duties. Adopted by popular vote on October 07, 2007. The Constitution came into force from the day of its official publication.
